The One-Stop Shop Investment Portal (OSSI) is a pioneering digital transformation initiative developed by the University of Vavuniya to enhance investment facilitation in Sri Lanka’s Northern Province during the period November 2025 to May 2026. The project was initiated following a proposal by The Management Club (TMC) at a stakeholder meeting held in Vavuniya on 18 November 2025, where the need for a centralized digital platform to streamline investment-related processes was identified. In response, the University of Vavuniya voluntarily undertook the development of a comprehensive online investment gateway aligned with the objectives of the Northern Investment Summit 2026 (NIS26), aiming to improve investor access to information, reduce administrative delays, and strengthen coordination between investors and government institutions.

The Northern Province possesses significant investment potential across sectors such as agriculture, fisheries, tourism, renewable energy, ICT, manufacturing, education, healthcare, and entrepreneurship; however, fragmented institutional processes and multi-agency procedures have historically created barriers for investors. The OSSI portal was therefore designed as a single-window digital solution to address these challenges by providing a unified platform for investment information, institutional engagement, and service facilitation, thereby promoting transparency, efficiency, and ease of doing business in the region.

The project was implemented under the overall leadership and strategic guidance of the Vice Chancellor of the University of Vavuniya, Senior Professor A. Atputharajah, ensuring alignment with the University’s mission of innovation, digital transformation, and national development. The academic leadership was provided by Mr. V. Senthooran, Dean of the Faculty of Technological Studies, and Mr. R. Sakuntharaj, Senior Lecturer Grade I, while the system was developed by undergraduate student Mr. K. Haraldbranavan (2023/ICTS/152), demonstrating an effective model of collaboration between institutional governance, academic supervision, and student innovation.

The development process followed a structured software engineering approach, including stakeholder consultations, requirement analysis, system design, implementation, testing, and iterative enhancement based on user feedback. A preliminary version of the portal was successfully demonstrated during the Northern Investment Summit 2026 held on 21 January 2026 in Jaffna, where it was officially introduced by the Hon. Minister of Industries and Entrepreneurship Development and received positive engagement from government officials, investors, international representatives, and academic institutions. Following this, the system was further refined with enhanced functionality, improved user experience, and strengthened performance and security features before being deployed on the Northern Provincial server infrastructure.

The fully developed OSSI portal was officially launched on 26 May 2026 by the Hon. Governor of the Northern Province at the Governor’s Secretariat Conference Hall, marking its transition into a public-facing investment facilitation platform. The initiative was widely recognized for its contribution to digital governance and its role in simplifying investment processes through a unified digital gateway. The portal stands as the first province-level investment facilitation system of its kind in Sri Lanka, promoting transparency, efficiency, and accessibility in public service delivery while strengthening collaboration between academia, government, and industry.

Overall, the OSSI project represents a significant milestone in the University of Vavuniya’s contribution to national development through technological innovation. It has enhanced investor engagement, improved administrative efficiency, and established a scalable model for potential national-level implementation. As a strategic outcome of the Northern Investment Summit 2026, the OSSI portal reflects the transformative potential of academic–industry–government collaboration in advancing digital governance and sustainable economic development in Sri Lanka.
