The Centre for Quality Assurance, University of Vavuniya, organised a discussion on By-Law Preparation on 9th February 2024. The event brought together key institutional leaders and staff from across the university. Deans of the Faculties, Directors of Centres, and Coordinators of Units all attended. Furthermore, the Proctor, Marshall, Senior Students Counsellor, and Students Counsellors also participated in the discussion.

The university invited Prof. N. Selvakumaran as the resource person for the By-Law Preparation discussion. He is a Retired Senior Professor from the Faculty of Law, University of Colombo. His extensive legal expertise and experience in university governance made him an ideal guide for this important discussion. Moreover, his insights helped participants understand the legal framework and requirements for drafting effective by-laws.

By-Law Preparation is a critical process for any higher education institution. By-laws provide the legal foundation for how a university manages its academic, administrative, and disciplinary functions. They define the rights and responsibilities of staff, students, and institutional bodies. Furthermore, well-prepared by-laws ensure transparency, accountability, and consistency in university decision-making. As a result, every university must invest time and effort in developing clear and comprehensive by-laws.

The discussion gave participants a valuable opportunity to contribute to the By-Law Preparation process at the University of Vavuniya. Each participant brought a unique perspective based on their role within the institution. Consequently, the session covered a wide range of areas relevant to university governance and operations. In addition, Prof. N. Selvakumaran guided the group through legal principles and best practices for by-law drafting.
