Invitation for Bids (IFB): Design, Construction, Commissioning and Maintenance of Sewerage Treatment Plant for Male and Female Hostels at University of Vavuniya, Pampaimadu, Vavuniya

Overview

The Chairman, Department Procurement Committee, on behalf of the Vice Chancellor, University of Vavuniya, issues this Sewerage Treatment Plant Invitation for Bids. Specifically, the university invites sealed bids from eligible and qualified bidders for the Design, Construction, Commissioning and Maintenance of Sewerage Treatment Plant for Male and Female Hostels at University of Vavuniya, Pampaimadu, Vavuniya. In total, the construction cost is estimated at LKR 185.73 million (including VAT), and as a result, the contract period runs for 24 calendar months.

Bidding Method

Procurement will follow the method of National Competitive Bidding Procedure. Additionally, the Contract type is Design & Build.

Eligibility Requirements

First, bidders shall register themselves with the Registrar of Public Contracts, Sri Lanka, in terms of the Public Contracts Act No.03 of 1987, before the works estimated above Rs. 5.0 million. Furthermore, eligible bidders shall hold Grade C4 or above in CIDA registration in Water Supply and Sewerage construction.

Bidding Documents: Sewerage Treatment Plant Invitation for Bids

Bidders can purchase bidding documents from the Deputy Registrar (Capital Works & Planning Unit), University of Vavuniya, between 9:00 a.m. and 4:00 p.m. on working days, from 24.06.2026 to 15.07.2026, upon submission of the non-refundable payment receipt of LKR 30,000.00.

To access the payment portal, therefore, visit: University website: www.vau.ac.lk → Payments / External Students / External Payments / Non-refundable Tender Fee. Afterward, applicants must attach the payment success report to the original bidding documents.

Further Information and Site Visit

Bidders may, in addition, obtain further information from the Deputy Registrar (Capital Works & Planning Unit), University of Vavuniya (Telephone: 024222093/1, Fax: 024222265). Moreover, bidders may inspect bidding documents free of charge at the Deputy Registrar’s Office (Capital Works & Planning Unit) during office hours on working days.

The bid remains valid up to 30.11.2026, that is, a minimum of 91 days from the date of submission.

Consequently, all bids must include a Bid Security of LKR 2,000,000.00, made out in favor of the Vice Chancellor, University of Vavuniya. Bidders must obtain this security from a commercial bank approved by the Central Bank of Sri Lanka, valid up to 31.12.2026, or in other words, a minimum of 28 days beyond bid validity. Importantly, the bid security must remain “on demand” and “unconditional,” with no time limit stated in the bidding document.

In addition, the University will hold a pre-bid meeting on 07.07.2026 at the Board Room, Administration Block (IT Centre), University of Vavuniya, Pampaimadu, Vavuniya, at 10:00 a.m.

Submission of Bids

Sealed bids must reach the Tender Box at the Deputy Registrar’s Office (Capital Works & Planning Unit), University of Vavuniya, Pampaimadu, Vavuniya, before the deadline for submission of bids at 14:30 hrs on 31.08.2026. Subsequently, bidders or their authorized representatives may attend the opening of bids, which will follow immediately after the deadline.

Reservation of Rights

The University will, accordingly, reject late bids.
