Procurement Notice – Procurement of Cloaks, Hoods and Garlands (UV/F/NCB/01/2026)
Procurement of cloaks, hoods and garlands is now open for bidding at the University of Vavuniya. Specifically, the Vice Chancellor, on behalf of the Department Procurement Committee, invites eligible and qualified bidders to submit sealed offers under this notice.
Bidding Procedure
The university will conduct this cloaks, hoods and garlands tender through the National Competitive Bidding (NCB) procedure. In addition, bidders must have at least three years’ experience in the relevant field. This experience must be within Sri Lanka.
How to Obtain Bidding Documents
Interested bidders can download a complete set of procurement documents for cloaks, hoods and garlands in English. These are available on the University of Vavuniya official website. The download window runs from 23.01.2026 to 09.02.2026. However, bidders must first pay a non-refundable fee of Rs. 3,500.00 to the University Collection Account.
To access the payment portal, bidders should scan the QR code provided in the notice. Alternatively, they can navigate the university website through: Payments → External Students/User → External Payments → Non-refundable Tender Fee. Afterward, bidders must attach the payment success report to the original bidding documents. For general guidance on public sector bidding procedures, bidders may also refer to the National Procurement Agency of Sri Lanka.
Submission of Bids
Bidders must deliver their bids for this cloaks, hoods and garlands procurement in original with duplicate. These should be addressed to the Chairman, Department Procurement Committee, University of Vavuniya, Mannar Road, Pambaimadu, Vavuniya. The deadline is 2.00 pm on 10.02.2026. Furthermore, bidders should clearly mark “Procurement of Cloaks, Hoods and Garlands – UV/F/NCB/01/2026” on the left-hand corner of the envelope.
Additionally, all bids must include a Bid Security addressed to the Vice Chancellor, University of Vavuniya. This security must remain valid for 105 days from the bid opening date. The required bid security for this procurement is Rs. 150,000.00.
Pre-Bid Meeting
The university will hold a pre-bid meeting for this garlands and hoods tender on 29.01.2026 (Thursday) at 10.00 am. This will take place in the Board Room of the University of Vavuniya. Therefore, interested bidders are encouraged to attend for clarifications.
Bid Deposit and Opening
Bidders can deposit their bids in the Tender Box at the Bursar’s Office. Alternatively, they may send bids by registered post or courier. Either way, all bids must reach the given address before the deadline. Consequently, the university will reject late bids.
The university will open all bids for the cloaks and hoods procurement at 2.00 pm on 10.02.2026. This will happen in the Board Room. Meanwhile, bidders or their authorized representatives may attend the bid opening if they choose to.
